  6. Fidonet SDN distribution is divided into  two Tiers for logistical reasons.
  7. Sysops may want to combine or 'point' some low volume second tier areas and
  8. share directories.
  9.  
  10. The First  Tier is  comprised of DOS  programs, utilities  and text  and is
  11. distributed  by  all means  available  to  SDN.   It represents  areas  SDN
  12. originally began distributing  in 1989.  These are  the IFDC (International
  13. File Distribution Cooperative) areas.

  37. The Second Tier are  optional SDN areas of which some  programs may also be
  38. available in other  FDN's.  In SDN, the Second Tier  is also author-direct,
  39. secured and verifiable.  This Tier is  primarily intended for satellite and
  40. local calling distribution.  If your a sysop you might want to combine some
  41. of the second  tier directories - except  2-WINDOW which see quit  a bit of
  42. flow.
